Description
The service holder will assume a crucial leadership position in L&D to join the dynamic team for MARSA LNG Bunkering project, which is a part of the TotalEnergies transition energetic strategy. In this crucial role, responsible for overseeing the day-to-day operation of the Technical Training Department. The role will ensure all technical training programs are in line with MARSA’s transformation strategy as well as demonstrate best practices to achieve operational excellence. He / She will report directly to the L&D Manager.

They shall technically execute operation development programs for ensuring all capabilities are developed and train technically so they can execute the role and responsibilities in a safe and efficient manner in the production phase.


Main Tasks and Responsibilities

  • Responsible for Technical Training needs analysis (TNA).
  • Establish, document, and maintain Technical Training programs, including a training syllabus and detailed structure for all training courses.
  • Develop, implement, integrate, and maintain best-in-class Technical and Engineering/Technicians Training programs to train and develop Engineering/Technicians personnel that meet regulatory and compliance requirements.
  • Manage, implement, review, update & coordinate technical training programs to ensure compliance as required by LNG Regulations and industry best practices.
  • Develop and implement training policies to ensure compliance with regulatory requirements and to reflect best industry practices.
  • Prepare Training Manuals and conduct Approved Type Courses for engineering staff, ensuring imparting up-to-date knowledge for use with Engineering & Maintenance Operations.
  • Manage and oversee the Technical Training short and long-term roster planning capabilities to ensure the department is successfully able to deliver and meet learning demands based on operation and manpower plans (i.e., training capital, course material, and operational budget).
  • Design and deliver processes and standards that enable technical training to efficiently utilize its resources while ensuring the highest levels of productivity and operational efficiency.
  • Establish and track metrics and KPIs to measure the effectiveness of training programs and adherence to standards.
  • Constantly monitor to ensure that all standards and regulations pertaining to technical training are kept up-to-date and are available, adhering to the regulatory requirements.
  • Constantly review and recommend upgrades to the course manual to ensure all trainees are updated with the latest knowledge required for operational use.
  • Ensure relevant stakeholders (engineers, instructors, and examiners) have full access to all training syllabi, documents, study guides, and relevant material appropriate to the training and testing.
  • Assess and review trainees' performance against agreed training plans/programs and maintain all engineers' training and testing records.
  • Liaise with relevant authorities to obtain approvals for the applicable training courses, equipment, and facilities.
  • Ensure proper and efficient liaison and follow-up with external training facilities.
  • Ensure sufficient training and checking personnel are available to meet the training requirements.
  • Comply with company policies and procedures as specified in the relevant manuals.
  • Carry out other relevant duties/ad-hoc requests assigned by management.

Additional Responsibilities

HSE:

  • Adopt and demonstrate exemplary behavior with regard to HSE, implement rules and requirements within the area of responsibility, and promote an HSE culture.
  • Comply with all HSSE rules and regulations as per Oman Law.
  • Develop and maintain the HSE Training Matrix.

Personnel Development and Competency:

  • Provide technical support to the Operation development program and Competency.
  • Develop an OJT Framework and rollout during the OpsDP.
  • Follow the Leaders for Performance management of Technicians and operators.
  • Coach and mentor Technicians and operators.
  • Develop a Successor Development Plan for Technicians and operators.
  • Maintain and conduct competency assessments for Technicians and operators.
  • Manage the Apprenticeship Program.

General:

  • Ensure company rules and specifications are implemented throughout the project for all electrical and instrumentation topics.

Education

  • Engineering Degree or a Master's is required for immigration requirements.

Language Requirements

  • Excellent knowledge of written, read, and spoken English (required).

Background and Experience

  • Professional Experience: Bachelor's degree in engineering or relevant discipline.
  • OPITO Certified Assessor.
  • TOT Certified.
  • Expertise in Engineering Training and Development, experience as a Trainer and Examiner.
  • 10-12+ years of LNG experience, 5+ years of which are in technical training.
  • Practical knowledge of technical training and engineering regulatory requirements.
  • Demonstrated success in collaborating effectively with cross-functional teams to drive cross-functional initiatives.

Context and Environment
The MARSA LNG BUNKERING project will develop in Oman a regional hub for LNG bunkering service to ultimately supply LNG as fuel to marine vessels. The feed gas will come from MARSA’s equity gas entitlement of the Greater Barik field located in Block 10.


Duration / Location

  • Starting date: ASAP / Q2 (May 2025).
  • Duration: 12 months.
  • Renewable: Yes.
  • Location: Muscat (Oman) with frequent visits on sites.
  • Status: Residential (5 days per week).
  • Position is open to both men and women.
